Course Description:

It has been more than 30 years since the passage of ADA and, therefore, it is critical that local governments recognize their obligation to upgrade streets, sidewalks and facilities for accessibility.  ADA requires that public agencies perform self-evaluations and prepare transition plans.  They were to have been completed by July 26, 1992 and be updated regularly. 

The morning portion of the workshop examines the background to, contents of and enforcement of the self-evaluation and transition plan requirements.  Several landmark court cases are also highlighted.  A case study critique of an actual transition plan is presented to illustrate these items.  Participants will leave the session with a “To Do” list of next steps they need to take and a toolkit of helpful resources. 

The afternoon session overviews the current criteria for accessible public rights-of-way including the pedestrian access route, curb ramps and detectable warnings, pedestrian crossings, accessible pedestrian signals, street furniture and on-street parking.

 

Learning Objectives:

  • Identify a local agency’s responsibilities under the ADA, Section 504 and other laws
  • Create/revise a self-evaluation and transition plan for their agency’s facilities in the public right-of-way
  • Identify relevant disability access compliance standards and techniques
  • Evaluate an existing or planned facility for compliance with PROWAG

Registration Fee

The registration fee for this workshop is $50 per person for employees of government agencies and $75 per person for non-government agencies. Fee includes any class handouts and lunch. Special Notes

In order to receive credit for this class, attendees must stay until the end when it is dismissed by the instructor and class certificates are awarded.

Instructors

Eck, Ron

Dr. Ronald W. Eck, P.E. is Professor Emeritus of Civil Engineering at West Virginia University and Director of the West Virginia Local Technical Assistance Program (WV LTAP).

TORT/Risk related experience:
Ron has testified as an expert witness in 20 states and is a past chair of the Transportation Forensics and Risk Management Council of the Institute of Transportation Engineers. He developed (for the WV DOT) a handbook and training materials on crash reconstruction as an element of risk management and has organized numerous mock trials at national and regional roadway conferences.

ADA related experience:
Ron has been involved in traffic engineering, including pedestrian transportation, for over 40 years. He was a member of the Pedestrian Committee of the Transportation Research Board from 2008 to 2017. He authored the chapter on Pedestrians in McGraw-Hill’s Handbook of Transportation Engineering. He teaches a variety of ADA-related classes for state and local road agencies throughout the United States.
