Program Topics:

This course is offered every Fall, alternating West Slope and Front Range locations.

This course will offer insight into the fundamentals of the legal system, considering the application of state and federal laws, discussions of claims, discrimination, sexual harassment, lawsuit language, and more. Colorado case studies are used to illustrate effective procedures to avoid liability for governmental agencies. The class will demonstrate how good planning, record keeping, and procedures can reduce and agency's liability.

Supervisory Skills and Development

This is a course in the Supervisory Skills and Development course track.

Registration Fee

The registration fee for this workshop is $75 per person for employees of government agencies and $100 per person for non-government agencies. Fee includes class handout and lunch. Invoices will be sent upon receipt of registration form. Invoices can be paid by cash, check, money order, or credit card.

Cancellation Policy

Please be considerate of those on the waiting list, cancel early if necessary. A full refund will be made if you cancel no later than 3 business days prior to the training day; otherwise, you will forfeit the registration fee.

Special Notes

In order to receive credit for this class, attendees must stay until the end when it is dismissed by the instructor and class certificates are awarded.


Lyons, Tom

Mr. Tom Lyons is a member of the Hall & Evans Law Firm in Denver, with over 30 years of practice as a lawyer representing public employees and public entities throughout the state. Mr. Lyons served eight years as an assistant attorney general in Colorado. He received his Juris Doctor Degree from the University of Colorado. Mr. Lyons is licensed to practice law in Colorado before the United States District Court, as well as, the United States Court of Appeals, Tenth Circuit.
