Cutler Repaving

As a former Materials and Pavement Design Engineer for the Colorado DOT, Todd Gonser will offer a unique perspective on the topic of Pavement Preservation through Hot In-Place Recycling. He has enjoyed working on both sides of this industry. At the DOT, he was charged with finding, developing and implementing cost-effective surface treatment strategies for highways in Colorado that would ultimately give taxpayers efficient, long-lasting, quality pavements for transportation. Now as a contractor, he lends his expertise to helping local agencies and DOTs throughout the Western US find, develop and implement the Hot In-Place strategy as an effective option for those very same Materials and Pavement Design Engineers. Todd is a Registered Professional Engineer in Colorado. He attended Northern Arizona University on a basketball scholarship in “the peach-basket era”, did his undergraduate engineering work at Colorado State University and finished with his Civil Engineering degree at Metro State College in Denver.

The presentation will strive to meet Goals and Purposes for the benefits of the Public Works Directors, Executives, Engineers, and Practitioners.  With limited funding, diminishing resources, and increased local demands, Public Works agencies are faced with finding increasingly innovative surface treatment strategies. Heater Repaving is a process that offers an alternative approach to the age-old problem – effectively maintaining a pavement system with an economical AND environmentally sustainable solution.  As we build towards the future, it is important to realize that all infrastructure projects are interconnected in some way.  A proper surface treatment selection addresses the problem in a holistic manner – an effective process that is economical and environmentally sustainable, but also with minimal effects to surrounding systems.  Heater Repaving provides that opportunity.    This presentation will be an in-depth overview of Hot In-Place Asphalt Pavement Recycling – an increasingly innovative and emerging technique that is becoming more and more popular as a surface treatment strategy, particularly in the Western States. Commonly, agencies utilize Heater Repaving as a tool for rehabilitating/maintaining asphalt pavements that have deteriorated beyond normal surface seals, but not yet requiring total reconstruction. Unique video and drone footage will illuminate this new-age construction process.  This will be followed by examination of success stories through case studies from recent Heater Repaving projects in Colorado.  Finally, time will be set aside for questions and answers relating to this process and where it might be effectively used for an agency.

Summary: The Heater Repaving process is used to heat, scarify, rejuvenate and redistribute the existing asphalt surface as a leveling course and then apply an HMA overlay as the wearing course using a single machine.  The presentation will show that HIR is an effective alternative to conventional “old-school” surface treatments. Innovative and Sustainable aspects of Heater Repaving will be shown to create fiscal and environmental responsibility.  Actual  projects will be reviewed from Local Agencies that utilize Heater Repaving.  Q&A to follow.
