Commercial Driver’s License Training


OVERVIEW: In recent years, the Federal Motor Carrier Safety Administration has introduced two new rules impacting agencies employing anyone operating a vehicle requiring a Commercial Driver’s License. 

 

The first rule is the Drug and Alcohol Clearinghouse (DACH).  The Clearinghouse contains information about holders of commercial driver’s licenses (CDLs) and commercial Learner’s permits (CLPs) who are covered by FMCSA’s Drug and Alcohol Testing Program.  This rule requires all employers that hire drivers to operate CDL vehicles must register with the DACH and verify all new hires are not prohibited from operating a vehicle.  Additionally, it requires every driver the be reviewed on an annual basis to ensure they have not tested positive with another employer.

 

The second rule is the Entry Level Driver Training (ELDT) rule.  This rule requires all persons wanting to obtain a commercial driver’s licenses (CDLs) and commercial Learner’s permits (CLPs) for the first time, to complete minimum training.  The ELDT regulations set the minimum Federal requirements for training that entry-level drivers must complete before being permitted to take certain CDL skills or knowledge tests.

 

Unlike several Federal regulations, state and local governments are subject to complying with both of these rules.  Please attend to learn how there programs can impact your organization.
