Norway and Sweden consistently have the lowest traffic fatality rates in the world. Sweden has been a pioneer in developing zero-fatality programs, and its work provided inspiration for Minnesota's Toward Zero Death program. In 2019, the City of Oslo, Norway, had ONE traffic fatality and ZERO pedestrian and bicycle fatalities.
